Community-based Health Insurance Program in Ethiopia: Assessing Institutional and Financial Sustainability

Resource Description: The government of Ethiopia is working on increasing the number of woredas (districts) with community-based health insurance (CBHI) schemes. However, besides a 2015 evaluation of the pilot schemes, there had not been a formal assessment to measure CBHI program performance and sustainability, which can be affected by a number of interlinked challenges. This study examines the financial sustainability of CBHI schemes, focusing on schemes that have been operational for more than two years, and provides descriptions of institutional structures, human resource capacity, engagement and commitment of key stakeholders, and community and member engagement by CBHI schemes that drive or constrain sustainability of CBHI schemes.
