Workshop Objectives

The Collaborative Meeting for Governing Quality aims to facilitate the co-production of research agenda, consensus statement and practical guide to define and strengthen the institutional roles and relationships involved in governing quality of care. At the meeting, participants will:

1. Discuss and agree on the Conceptual Framework for Health Financing Actors in Governing Quality of Care
2. Learn from global practices in engaging health financing actors to govern quality of care
3. Map out various actors’ roles and responsibilities vis-a-vis health financing actors in governing care
4. Identify challenges and opportunities for health financing actors in governing quality care among participating countries
5. Identify and prioritize research topics and questions in governing quality of care
6. Decide on the elements of consensus statement in governing quality of care
7. Agree on timeline and next steps in finalizing the research agenda, consensus statement and practical guide to define and strengthen the institutional roles and relationship in governing quality of care

10:15-11:30 Session 2: Setting the Stage, Institutional Roles and Relationships in Governing Quality

Objective: Knowledge sharing, reflection of the last three years in understanding how to strengthen institutional roles and responsibilities needed to successfully govern for quality, and the institutional roles and relationships needed.  What have we learned and where are we going?

 

11:30-12:00 Session 3: Global lessons in defining roles and responsibilities of health financing actors to promote and improve quality health services: who does what?

Objective: Present the global lessons in defining roles of health financing actors in improving and ensuring quality

Session 4: Roles and Responsibilities in Governing Quality: A Conceptual Framework for Health Financing Actors (Framing Presentation)

Objective: Achieve common understanding of Conceptual Framework for Health Financing Actors in Governing Quality

Objective: Discuss how countries have defined the roles and responsibilities of health financing actors in governing the quality of care

9:00-10:30 Session 7 (part one): Mapping out actors, and identifying challenges and opportunities in engaging health financing actors in governing quality

Objective:  Identify actors responsible for developing, implementing, monitoring and evaluating the strategies led by health financing actors to govern quality care.  Discuss the nature of interactions among the actors involved, with the purpose of identifying the challenges and opportunities that countries experience. Identify priority unanswered questions, current country challenges, what the knowledge gaps are, and brainstorm on how to address knowledge gaps to meet the challenges.

Objectives: Provide country participants the opportunity to select one area of the guide that they would like to discuss in greater detail and co-develop

Objective: Receive feedback and thoughts on how to organize key research questions using governing quality topics

Objective: Generate research questions based on research topics generated in Session 10.

Objectives: Identify the rationale and elements of the consensus statement to address the issues on governing to improve quality.

Objective: Validation of participants’ inputs to consensus statement
